Research and evaluation of the process of closing the home for babys with the support of “Hope and Homes for Children” – Bulgaria Branch.
The study traces two processes, one in Bulgaria and the other in Moldova:
- developing the capacity of local authorities to provide safe, family-based care for vulnerable children (0-3 years) in four districts – Pernik, Pazardzhik, Montana and Ruse, in support of an EU-funded government project to close eight HMSCCs and thus create an environment that will help the final closure of all other institutions for babies in Bulgaria.
- to relocate all children from the Municipal Institution for Babies in Chisinau to their families and to develop a Family Support Centre in its place by the end of 2013.
The evaluation aimed to trace the effect on the children and their families from the implemented interventions and to compare the conclusions and findings of the two field studies.
